Who created the Mimblewimble anonymous blockchain protocol?

In 2016, an anonymous person logged into the BitcoinWizards IRC chat and dropped a text file titled 'mimblewimble' and singed with the alias Tom Elvis Jedusor. It described a privacy-preserving blockchain protocol which would allow a user to send payments in complete anonymity. The project was picked up by developer Andrew Poelstra borrowed from the concepts described in the text file and wrote the mimblewimble white paper.
